“User does not have an AdSense account.” 403 code when using a service account to fetch information from google adsense api

I'm using direct PHP calls to the google api, and a service account, and I get a response "User does not have an AdSense account." When trying to fetch data from the adsense/admob api. The same URL works fine when trying it in the

https://developers.google.com/oauthplayground/

Is it possible to get access to the admob/adsense reports through the service account?
