Unable to route same SOAP request to two different SOAP URL of two different application in Apache CXF

Suppose I have two SOAP endpoint URLs like http://ab.bc.cd.ds:8090/abc
and http://pq.wq.ew.rt:9080/def
of two different application hosted on two different servers, which can accept the same kind of soap request payload.
I have to create a mediator project which can route the soap request based on certain values present in the soap request to the above mentioned soap endpoint url's. The only technology I can use is Apache CXF and I cannot generate the java stub classes out of the above mentioned url's WSDL files.
I have tried to follow Apache CXF Service Routing approach provided by CXF but that doesn't help much.
So can someone please provide me an example or sample code which can meet this requirement. Thank you very much in advance for your time and support.
