Can I travel visa free to Schengen countries with Romanian residence permit?
I am from India, I have a residence permit of Romania. Since Romania is not a part of Schengen, do I need to apply for visa if I have to travel to any Schengen countries?
I wish to go on tour in some European countries. Will I need a visa if I have residence permit from Romania. If so which countries would be easier to apply for?

One of the objectives of that regulation was to normalize all the various residence permits issued by all of the member states. It was initially given in Article 2 (15).

The section dealing with Romania lists 9 different types of residence permits issued by Romania, and you should consult this list to see if your residence permit is included. Your question specified only 'residence permit

Does anything in the regulation you link to speak about whether a non-EU citizen holding a residence permit for a non-Schengen Member State can enter the Schengen area without a visa? I can't find it.
