Does Vertica STV_Intersect Points-In-Polygon takes all the Points inside the Polygon or just the Points that intersect/crosses the Polygon?

I am performing a GIS Points-in-Polygon operation in Vertica using the Vertica STV_Intersect operation.
My question is, does STV_Intersect takes into consideration all Points in the Polygon or just the Points that intersect/cross the Polygon Contours?
