How to record screen then save it as .GIF?

Trying to replicate the Samsung Smart Select feature.
Here's some questions:
- How to create widget where upon click it would generate a box on screen with 2 buttons, "Record" and "High Quality"
- How to record screen and upon clicking stop it would save as .GIF
Just need somebody to point the right direction, as i've been researching on mediaprojection but i don't think its the right direction.
