Typesafe activator path correctly added to system PATH, but command not found

I want to use typesafe activator for play framework. After downloading the file I added the directory path to $PATH typing this command:
export PATH=$PATH:~/activator-1.3.6
I 've tried adding it to ~/.bashrc file using this command:
'export PATH=$PATH:~/activator-1.3.6' >> ~/.bashrc
Although the path seems to be permanently included when running echo $PATH, when I try to use the activator I get, activator: command not found. My OS is kubuntu 18.04 LTS.
Any ideas what's wrong and how to fix this?
