Subscription verification (server side) doesn't work

I need to verify the in-app purchase (subscription) receipt from the server side. I set up a service account via Google Developer Console and use credentials to call subscriptions get (https://developers.google.com/android-publisher/api-ref/purchases/subscriptions/get) endpoint. But the endpoint returns: "Error: The current user has insufficient permissions to perform the requested operation."
I gave service account all the permissions but still get this error. The info I find on web is scarce and very outdated, none of the solutions seem to work.
Does anyone know the solution to this problem?

You could try contacting Google Play support who might be able to help you, as they will be able to see all the details of your account. This can be done via the help (?) icon in the Google Play console.
