open source voice pattern recognition for production purpose without the need of understanding the meaning

I am looking for open source voice pattern recognition for production purposes;
I know the accuracy for voice to text or understanding the language is not high enough for free tool or you need a lot of data to train. However if for my purpose I don't need to understand the meaning or convert speech to text but only to detect speaking of the same phrases correctly?
E.g.
if I record few phrases like:
- "Japanese scenes"
- "nice cars"
- "football"
Then different voices saying:
"come to see some Japanese scenes"
then it can detect the first phrase is mentioned.
So this application doesn't require to understand the meaning of the words or language. Even some one say something nonsense but if the same patterns are repeated then it can detect.
I believe it is some level simpler than the normal voice recognition or speech recognition application. Do you have some ideas on which tool can serve this in high accuracy (production level) level ?
