Problem with appcompat v7.27.1.1 and constraintLayout

My problem is appcompat v7 27.1.1 and constraintLayout after install Android Studio 3.2.1. I considered Maven in build.gradle file, but does not work.
My country is forbidden to use Google. Probably this problem occurred for this reason.
