Python, creating and sorting a csv leaderboard

I am trying to create a csv leaderboard where a person's name and how many wins they have get recorded and sorted so that the top 3 people (based on wins) are at the top. I have managed to figure everything but this.
Also, how would I read from this leaderboard?
